(Note: Make sure you do not have your settings for the on a transparent background make sure its white.)
Make a default PS size or 7x5 "inches"
With the Paint Bucket Tool fill in the "Background" layer with all black.

Now you need to make a circle for your world to do this select the
Elliptical Marquee Tool or the Circle Selector now hold down Shift and make a circle.
(Holding down shift keeps the circle in proper size all around allowing you to just
make the circle bigger or smaller)
Now make a new layer then using your Paint Bucket Tool fill the circle with whatever
color(doesn't matter)

(NOTE: BE SURE "NOT" TO DESELECT TILL YOUR FINISHED LEAVE THE SELECTED AREA SELECTED!)

Now right click layer 1 the layer you filled with the paint bucket and go to Blending Options.
(Use these Settings)

Blend Mode: Soft Light
Color: White
Opacity: 75%
Angle: 120
Distance: 18
Choke: 0
Size: 6
Contour: Linear

=Outer Glow=
Blend Mode: Normal
Opacity: 42%

Blend Mode: Overlay

Now make a new layer and then you'll need to set your colors to blue and green
Foreground Color: Blue 0018FF
Background Color: Green 36FF00

Then go to
Filter > Render > Clouds
Then to
Filter > Brush Strokes > Dark Strokes
(Use these Settings)
Now go to
Filter > Render > Difference Clouds
Repeat this step till you get the desired effect


After you've got that done, right click layer 2 and go to blending options
(Use these Settings)
